prime number is illegal for encryption

Who says it is? In what country is it illegal?
 
RSA encryption is commonly used in the US to encode internet traffic and it uses prime numbers in the code key.

Which section? I couldn't find anything in that Act, particularly in the references to encryption, to support your view.
