Hi,
my request is very simple i want to fabricate a POWER SUPPLY of my own and want to keep it for my own purpose for checking simple circutis. i need +12 , -12, +5, -5 DC outputs. can anyone suggest me a simple circuit.

simple, look at the 78xx 79xx voltage regulators

the 7812 and 7805 for the positive supplies and the 7912 and 7905 for negative supply
then you need a transformer big enough. each regulator is good for 1 amp with lots of heat sinking
can't get much simpler
 
There a lot of articles on converting computer ATX power supplies to bench supplies for +/-12V and +/-5V.
