You've got a decent spec, your hardware needs more definition as it's currently too vague (it's more like a block diagram).
Why don't you want to try to learn a simple language. A super simple language would be PICBASIC and it's cheap too at $99. Much cheaper than any software engineer would cost.
Something to consider, cars electrics are notoriously noisy. You'll need decent power supply filtering for any digital circuit.
