Please explain how this ckt works

Here im posting the schematic of a pulse width modulator dircuit using 555 timer IC.I have seen the output in a CRO it Comes fine.Now can someone please explain how does this works.

I think the first link from hotwaterwizard sort of takes you to the site it came from. I do not normally make my chips pink in color.
