PIC Circuit Board

I have recently been using a friends PIC testing board, and i have tried making one myself, but the PIC does not seem to be giving any outputs.
The PIC I am using is PIC16F84A and I have Port A as the input and Port B as the outputs.
So Please could somebody help me by giving me a circuit diagram of what should be connected up to where. Thanks
 
First you need to program the pic. That is done with an ISCP connection to a programmer.

You need to check the PIC's datasheet to determine which pins to use on the PIC>
