The LM324 inputs and outputs can swing to GND. It is not a rail-to-rail input and output (RRIO) op amp, which is what is needed here.
 
An LM324 quad opamp or an LM358 dual opamp (same opamps) are designed to work with a single supply as low as 3V. As Ron said, the inputs and outputs (with a load resistor) can swing to ground. Just keep their inputs and outputs below 3.5V. They are a lot better for this application than an old 741 that won't work with only a single 5V supply.
