you dont need a parallel resistance. just hook up your device. it will draw 150mA at 18V. the PSU says that it can supply 1500mA at 18V. thats the maximum rating of the PSU. it doesnt mean that it will deliver 1500mA at 18V no matter what the load is.
to understand this you should know the definition of a voltage source. a voltage source is a device which can maintain a constant voltage across a load. the current drawn from the voltage source depends on the load. its simple Ohm's law
