ok,

maybe simpler is better... I have used lots of variable voltage
regulator kits. and I am wondering if there is a basic way to
replace the finger-turned POT with a RC circuit that would
slowly ramp up the voltage at the output when power is applied
to the circuit ?

here is the variable supply I usually use... ( See attachment )

There should be an easy way to put an RC Pair in place of the
POT - RV1, ... so that there would be a 2 second linear ramp
upwards in the output voltage... right guys ? hellooo !

Here is an example from the datasheet. The "turn on" may not be exactly linear, but should be fairly close because the regulator supplies a constant current via pins 1 & 3 in conjunction with R1.
