Number of Breakpoints

The number of breakpoints is the feature of the controller or the debugger tool. What causes the limitation on the number of breakpoints?
 
Several things... With pic it can be limited in the debug info on the micro or the pickit3... Pickit3 only allows me 4~5 breakpoints..
