Noob getting started questions

Greetings everyone

I will probably bother you guys with very, VERY simple questions.

My first one, though, is where is the best place to buy some circuit boards or at least the best price for one?

I found this site: Printed Circuit Board Supplies

To me, this site does not look credible. 4" X 6" cards are just shy of $5. Is this a reasonable price? I thought they were supposed to be like a $1 or so.
