Here just a shot at this, Yes the down rigger line is conductive, yes it's stainless steel so it doesn't rust away into pile of nothing from the salt water, yes there is a voltage present , this voltage is induced into the down rigger line by the movement of the boat in the water (static electricty) the Zinc that he is referring to is to help resist corrosion on the boat,

In saying this i'd say all it looks like he's looking for is some kind of timing circuit that would give a 1-4 minute pulse from the down rigger line and short out to the boats hull
