I assume that you test both relay and if good then we will test Q1 and Q2 transistor. remove transistor q1 and q2(same number) . compare the resistance between (q1,q2) E(emitter) C(collector), E B(base), B C if both are not the same then buy a good one, then compare both on new transistor. (Easy way to figure out the trouble). do test on the same number/component.
best way on repair, is to study transistor/component testing.
