i connected the meter ref in neutral line with earth removed.
And i tried the second circuit with 12V DC relay. That also not working. I measured the voltage across the relay coil, it shows 0. So relay is not getting triggered.

When you measured the 230V across the LED, where was the meter connected as reference?
