That is to make sure the RA4 is low when there is no AC power.

Oh ya good catch it should be connect before the diode comes from regulator side.

Unless your lithium cell is designed to be recharged, you should probably diode isolate it. That is, if you're going to have external backup power connected with the cell in place.
Project does look nice though...
