MSR X6 Rebuild

Ok, so a the main board went out on an MSR X6 magtrack encoder and I was hoping to replace the main board with a microcotroller. I have an elementary undersranding of whats needed but lacking crucial info. Firstly, the encoder wheel has 3 wires, which makes me think pulse, but as far as how to input that into arduino I have had no luck. Secondly, I was hoping to just use a h-bridge with a 9 volt source to write, but afain im working with the X6, which has a reader and a writer. Also, if arduino isnt capable, i have a Pi and a Nano, any direction would be helpful
