measuring video signal with a multimeter

Hi is it possible to measure a video signal from an RCA/Phono socket with a multimeter....as in just to check there is anything coming through the cable?

Most multi meters don't measure Mega Hertz so you need a scope or just plug it into a TV.
 
i just need to check that the unit is outputing something as its in a vehicle i cant get a tv in there. I have a DVD touchscreen double DIN head unit with 2 x RCA video out sockets. I attempted to connect a 15" 12v Dell monitor to the unit with an RCA to VGA converter. And nothing......is this not possible? Im guessing that maybe the graphics capabilities of the head unit are not up for the display.

Or have i got the wrong cables/adaptor, i was told a RCA to VGA adaptor will work if the unit has a TV out functionality. The monitor also has a DVI input.

Any help appreciated
