Is there anything you are looking for in particular? Maybe doing a search on Digi-key would be helpful as the datasheets are easily accessible from there.
if you are looking for an IC that has a specific function and meets certain specifications, you can search on digikey and narrow it down based on specs. if you want to go the other way, and find out specifications of a certain IC, then just look at the datasheet.
A list of IC's with their descriptions and specifications would be incredibly huge. there are thousands upon thousands of IC's out there, the list would be far too long to be usable... not to mention, the parameters used to set specifications are very different depending on the type of IC... if you were to compile it into a spreadsheet-type list, the thing would have so many columns it would be a mile wide as well as a mile long!
Here is a link to a list of 7400 series components. If you follow some of the other links there, you will find links to 4000/CMOS series as well as other common components.
