LM317 voltage issues

For finer voltage adjustment resolution you could use a 10-turn pot, or connect a 500 ohm pot (wiper connected to one end) in series with the 5k ohm pot.
 
Here's the circuit if you want to use a standard pot resistance without the added parallel resistor, to give a linear voltage change versus pot position:
