Ooops Sorry 3v0 I have typed incorrectly.
It is a 25uS delay & not a 25mS.
I have changed my typo in the code too now.

I'm studying what's your method in the last post

Hi I made the same project but its 7X13 the problem is that there are just 4 light leds with power,and just blinking,how can I troubleshoot it? tnx

The same as us. Use a crystal ball !

Seriously without your schematic or code a crystal ball is the only option.
