Is there such a thing at Digital TV antenna?

There are commercials in the US that state something like "Congress has mandated that all TV stations broadcast a digital TV signal" with the implication that broadcasting a signal that anyone can receive for free is a new thing.

What gets me is that those commercials--for free DTV, mind you--are running on the free DTV stations! How stupid is that? (I guess it might work if you don't have free DTV and you happen to see the commercial at a friend's house.)
 
The cable systems usually present the local channels as broadcast, with commercials, so you'll see them even with cable. Dish is probably a different game.
