Inrush Current-How to limit

Well Following my math above, I'll use a 3 Amp Fuse, instead of a 2.

But isnt a Fuse's job is to protect the circuits in case something shorts out or opens?

The fuses job is protect various things, in the case of the secondary fuses it's mostly to protect the transformer if the rectifier goes S/C (or some other secondary short occurs). However, a fuse in the mains side of the transformer can often do the same job - excessive secondary current causes excessive primary current as well.
