Europeans do this too , its pretty widespread outside of cities where its sometimes outlawed.
In fact if you look at pictures of the melting of Ice Caps you will see that mostly they have a dark layer on top.
Why is that ? . Because the carbon ends up comming down at the cold poles - puts a blanket like coating on top of the ice which then absorbs more heat from sunlight. The ice under melts. but the layer stays and continues melting ice and will do until its all gone !
There is nothing to clean it off !
