I decreased L1 to ~ 8uH....but it not......... so, " Reduce 1000pF to 270 pF using plastic or C0G ceramic only or some value in between... " ..... i think they same......

The Ultrasonic nebulizer is used to atomise water into a spray, similar to an aerosol spray.
It will not split water H2O into H and O

Hi trankhanhcr,
The circuit in the video (Post #20) is different to your schematic in post #17. The circuit in the video does not have the inductor in the feed to the emittor so it can not possibly work. It does have the wiper on the potentiometer connected to one end of it's track. Maybe it sould be connected this way in your schematic.
