Do you have any idea in the circuit of converting hall effect switch's (like A1230) output to be displayed at rpm counter? Have any block diagram??

The A1230 has a quadrature output, were you concerned with using it for rotational direction or just concerned with RPM? Will the sensor / switch be triggered by a ring magnet? The first thing you need to know is how many pulses per revolution do you plan?

These hall IC is going to fit in b/w two magnet discs . 24 count is 1Rpm. Output will be displayed in digital LCD.

This link gives a good example of using a uC (micro-controller). What is important be it a uC or discreet components is getting a good understanding of the math and how it applies. The example in the link used an optical sensor system which matters not. Regardless of the sensor used the end result is converting pulses to a usable RPM reading in engineering units. Using a uC is a very good and viable way to go about it as it keeps the parts count down as can be seen in the link.

If you plan to note forward / reverse (CW or CCW) rotation I suggest you do some reading on quadrature encoding and decoding circuits.
