I see a whole lot of words and no practical design implementation goals. The users here love to help but we can't help with pipe dreams. The scale of the project you have selected is beyond the entire research budget of multiple universities let alone a single student, while laudable you gotta come to the table with more than an idea of that magnitude and asking 'can I get some help'

Your post is somewhat similar to walking into a church and asking where God is because you want to start off with the best teacher.
