Frequency meter

Hello , I need frequency meter / circuit , kit / to circuit - Astable circuits - **broken link removed** . Frequency scale 1 Hz -150 Hz . Voltage around 5 V . Thank You , and Have a nice day !

I'm confused? Do you need a circuit that will make a voltage proportional to 1Hz - 150Hz, i.e. a frequency to voltage converter?
