Yes, you will need to hold in 'memory' 7 seconds of information.
In broadcast we used magnetic tape.
There are probably solid state ways now.

Maybe saying "now", counting up to 7 and then pushing "on"?

That is a delay too... :p
 
Placing your radio 2100000K meters away will also work.

I'll assume that you mean to delay an audio signal before transmitting such as is done in commercial broadcasting.

Take a look at the digital delay effects pedals used by musicians. That may put you on the right track.
