Regarding the circuit,what transistor are you using and what is the input voltage? Polarity of the transformer?
Success or failure depends greatly on the transformer design/characteristics. Something of a black art. That's why most people choose to buy an off-the-shelf switch-mode power supply rather than try to build their own.
