Even though it passes the diode test, I am unable to get any voltage reading from a 7805 voltage regulator while it is in a powered circuit.

I replaced the voltage regulator with a new one but the problem persists. I verified that there is power coming from the DC input and that it is reaching other components. I also verified that there is continuity between pin1 and 3 and other components on the PCB, as well as between the middle pin and ground.

Which of the two voltages reaches the components, input or regulated?
If the 7805 is running hot when powered up, there may be a short.
