I remember a very old electric fence that had an adjustable spark gap, you altered the gap which controlled the max voltage, as the gap jumped when it reached ionization voltage.
Well that's certainly an effective way to minimize the maximum voltage.
It's probably a good idea to do that with a ignition coil anyway, since it overstress the coil insulation if the output is open circuit and it doesn't have a gap to jump.

Don't know about the ignition coil but some of the older fencers had a type of gas discharge tube in them to keep the output coil in check.
 
I used to check the electric fence by holding a blade of grass against it, instant emergency resisitor.
