I think each File allocation has a header.... Long file names, length of file, start of file.. etc... these headers are created for each entry so if there are 32 bytes per entry... lots of room taken up.. secondly Microsoft has a second FAT table... just in case the first becomes corrupt... so you can soon see where it all goes... disk management...
