directorial antenna

i am looking to build a directorial antenna for a tracking dog collar, the freq, is 217.099.
 
What is the frequency in 217 hz, 217khz, or 217Mhz? Why wouldn't just a normal antenna work.
 
I think the freq. 217MHz.If yes, You can build a 3-4 element Yagi antenne for direction search.

The design shown is for 144MHz and would need to be scaled - read the text for directions.

We have used a similar system in parallel with our commercial equpment and have been impressed with the results.
