I have been reading about creating your own motor control circuit using a motor control board and a PIC in order to create PWM. How is this solution different that a commercial DC drive? Many commercial drive I have seen also provide for speed and torque control. Are these extras the difference?

Nope, you can add those on yourself if you wish. THe difference is in a commercial drive you pay more money for less development time (and less risk of failure than if you developed it yourself). ALso, there is the cost factor- they can probably make it cheaper than you can if you did it yourself since they make a bunch. BUt if you make it yourself you can get exactly what you want.
