Hi if a 12VDC linear that draws 5AMP (MAX load) is used to move a load which 50-60% of the maximum load ,does the actuator draw less current.Is the current used by an actuator directly proportional to load?

Current should be pretty linear with load, aside from a bit of offset because of the static friction in the actuator system, current will not be linear if there are cams/levers/gears in use that are not linear.
 
Armature current is proportional to torque.
Armature voltage is propportional to speed, but Va = V-IaRa
V is measured at the terminals. Va is derived. Ia is armature current. Ra is armature resistance
