Code:
Y-ground------------------+
                          +---------- RCA/composite ground
C-ground------------------+

Y-------------------------+
                          +--------- RCA/composite video
C------------||-----------+
            470pF

Does it even matter if the capacitor is on Y (luminance) or C (crominance)? Heck, couldn't I just put the capacitor leads directly on the Y and C leads?

Yes it matters, the chroma is only high frequency (4.43361875MHz for PAL), but the luma goes down to very low frequencies.
