Please excuse the intrusion onto this technical board from a newbie, but I am need of some help in this field. This is a job I will pay someone a fair price to perform.

I need someone to design and then construct what I am told should be a fairly simple board to drive and control strobed LED's. This is a component of a development project I am managing.
The initial unit will be designed so that certain values...flash rate, flash duration, sequence, and brightness level...can be adjusted in the field for testing. This device will be powered by batteries, so ability to calculate power usage and make recommendations regarding same will be needed. On/Off and brightness level will be controlled by a hand-held remote.
