Cleaning up the signal before it hits the PIC (Scope Screenshot)

Below is the screenshot from the scope. It is what came from the Fuel Injector from a motorcycle. What is the best way to prep that for a digital high/low for a counter on my PIC?

What is the signal you wish to capture? Positive or negative, at what threshold, pulse width, pulse time or amplitude.

For everything but amplitude a PORTB interrupt driven routine and a simple comparator would be starting point.

A fuel injector signal will NOT be "noisy" like this. You are probably hooked up wrong. You may have the digital scope set on the wrong timescale, or using the wrong ground.
