Obviously, the project is to spy, on the drug enforcement agents, who have been spying on him and his team, a real buzz killer....

Isn't 1,000 Yen, worth about the same as a Canadian quarter?

Are there really enough people, smart enough to use a computer, the internet, but gullible enough to send money when asked? Churches can get away with it, since many believe they can buy redemption. Not to mention, if you don't send money, without asking why, it proves you have no faith, and will of course burn in hell.
