Circuit for detection of AC under and over voltage

Dear all :
does any one have a guide of how to build a circuit to detect AC voltage. This circuit will be used as under and over voltage detector for the AC voltage.

I am working in a similar project on detecting the half period 60 Hz Sine wave.
