Not without removing the battery from one cell phone and making connections directly to the battery. There is not a external connection to the battery on any cell phone I have ever seen. The charging port on the cell phone is specifically designed so that there is no voltage on the charging pins with the charging cord unplugged.
Look for a phone with USB On-the-Go capability. It can charge another phone that has USB port charging.
Many smartphones like Samsung Galaxy S3 will do. You need a USB on-the-go adaptor cable.

Perhaps one of those cheap white light LED flashlights with the dynamo charger is for u. Hand powered. White LEDS usually have a 3.5V drop. That's enough to get a 3.6V Li ion going as it ranges from about 3V discharged to 4.2V @ 100%.
