Buy one. Will likley be cheaper than the components to build one.
 
What kind of small toy car uses a little 9Ah battery?
The normal battery in my little real car is about 90Ah.
 
You have to excede the voltage rating of each cell by 1/2 volt to make a car battery take a charge.

A 6 cell battery X 1/2 volt = 3 volts.

A car battery is 12.6 volts + 3 volts = 15.6 volts.

Your car battery charger needs to be more than 15.6 volts.

DO NOT put 15.6 volts on a car battery without protective eye gear and clothing. Ventilate adequately as large amounts of hydrogen will be produced.

Most car battery chargers are 14.4 volts when charging and 13.8 volts for float. For a 9AH battery is likely to be a non-spill AGM in which case the requirements are widely published.
