Can you implement a site down page?

At the moment (in the last hour) I've been getting a notification that this site could not be reached and I should check various things like my internet connection. A simple maintenance page would explain what is happening and stop needless checks. Most other sites manage to do this without a problem.

Or just use https://www.isitdownrightnow.com/ to see if it is actually offline.

Another thing to check which would be totally avoided by a "site down" page.

But how do you post a site down page if the server has crashed?

I guess that this sort of thing comes in to the category of "First World Problems".

Not an outage at all, they were testing how to put ads on every page now. Instead of the 2 that now come up, one left side and then one on the right side.

Yes, there are just too many external causes that could make a site unreachable.
