Can someone help me for my Logic circuits project?

an automated parking lot that opens the barrier when it detects a car and counts up, max up to 9 cars only.. when the car exits it opens the barrier again then counts down the cars that exit..

can someone help me with the circuit diagram and the materials that is needed?
