hi
i am new here,i wanted to ask if i will use a prescalar like upb1507
3ghz divide by 64 and connect it to a tda7000 receiver,will it receive
cellular frequencies or phones in 2.4 ghz?
what else?

I'd say no. While a pure carrier at 2.4 gHz might divide well the intelligence will be lost - intelligence being any modulation or information that makes the signal useful.

You could of course use a down converter, but at those frequencies you are probably talking discrete components rather than IC's.
