Camera doesn´t switch on

Hi guys,

I have a camera to repair, it´s an Axis P5512-E. It´s powered directly by a POE-IJ-2448NNN.

I have measured the 48Vdc at main SMPS capacitor but power supply doesn´t switch on. I see the main IC is a TPS23757. Now my question is if the IC needs some kind of signal from Ethernet communication or the power supply should switch on as soon as it detects the main power input of 48Vdc. I attach the IC datasheet. Finally I have found a resistor, a 330 uH inductor and FA-2659A transformer damaged. I have ordered and let´s see if after replacing the components it comes to live again. I will replace the IC too, just in case.
