It's probably far too hard for anyone to follow a circuit from fuzzy photos. I certainly can't work out which IC does what. You haven't labeled anything.
You need to test each gate in turn. For instance, check that your (A.B) bit is working first. Only if that is working do you move on to the following OR gate.
