I 've seen a thyristor controlled flash. It seems yours is a unijunction transistor circuit.

I believe it will alternate flashing of the lamps at about once every 5-10 seconds.

As far as a block diagram of such a simple circuit, I don't know how to simplify it further. It would therefore consist of a single block.

Those are MOSFET's not UJT's.
