Is it like 1/4 of a CMOS 4016 IC?, could you use a 4016 in it's place?. What are you actually trying to do with it?.

Take a gander at the datasheets below. The one for the BSO8D shows the equivalent circuit. The NTE6403 replaces both the 2N4992 and the BSO8D (which replaced the BSO8A) -- there shouldn't be any real problem in getting one.
