Battery Charging through Solar Panels

Heya...

Can any one help me out in regulating the voltage from solar panel, so that i could charge the battery.
The chellenge is, the voltage from the Panel is fluctuating between the range (12V to 17V), but a need a regulated voltage of 12V(+2) for charging the 12V 20Ah battery.

actually you need a regulated current to charge the battery. SLA batteries are only 10V when fully discharged. Get a charge regulator chip.
