Dear All I need to store one audio file ( Ex DAT FILE ) and play it when the power on it

What is the most cheapest way to handle this project

Can I used any cheapest micro controller?

How big is the audio file and what audio quality do you need?
Record/playback ICs or modules are a cheap off-the-shelf solution for small files at low quality.
What programming skills and programming kit do you have?
What is your budget?

file size is small
10 minute play time and repeat the same
Quality : low quality
Programming skill : PIC programming ( 16F - 18F)
Programmer : PICkit 2
Budget : max 5$
